Following a multi-billion dollar modernization program, the refinery now serves as the primary feedstock provider for the regional chemical industry while producing high-value specialty materials for construction, manufacturing, and industrial applications.

Petrochemical Feedstock Services

Heydar Refinery acts as the "engine room" for the petrochemical industry. By processing 21 of Azerbaijan’s 24 grades of crude oil, it provides the essential building blocks used by Azerkimya PU and other polymer plants to create plastics, rubbers, and synthetic fibers.

  • Naphtha & Ethylene Feedstock: The refinery produces high-quality naphtha, which is sent to steam cracking plants to produce ethylene and propylene. These are the primary raw materials for the global plastics and packaging industries.

  • Propane-Propylene & Butane-Butylene Fractions: Through its modernized Gas Fractionation units, the refinery yields high-purity streams of C3 and C4 hydrocarbons.

  • Propylene: Used in the production of polypropylene for automotive parts and textiles.

  • Butadiene: A critical component for synthetic rubber (tires) and high-impact plastics.

  • Dry Gas & Light Condensate: These byproducts are captured and diverted to chemical synthesis plants, ensuring zero-waste operations and providing the hydrogen and methane needed for industrial chemical reactions.

Modernization & Quality Standards

The refinery's "Specialty Services" are defined by a commitment to international standards. The recent upgrades have focused on:

Euro-5 Integration

Shifting production to meet the most stringent environmental standards for diesel (since 2023) and gasoline (starting 2024).

Sulfur Recovery

New units extract sulfur from the refining process, turning a potential pollutant into a valuable industrial chemical used in fertilizer production and rubber vulcanization.

Hydrogen Production

Dedicated hydrogen units allow for deep hydro-treating, ensuring that specialty products are free from impurities that could affect downstream chemical stability.

Specialty Industrial Products

Beyond standard fuels, the Heydar Refinery offers a portfolio of "Specialty Products"—materials engineered for specific industrial performances rather than energy consumption.

  • Petroleum Bitumen (Asphalt) One of the most significant outputs of the refinery’s modernization is its high-capacity Bitumen plant.

    • Capacity: 400,000 tons per year.
    • Grades: High-quality 40/60 PEN bitumen and specialized road-grade asphalts.
    • Applications: Civil engineering, road construction, waterproofing membranes for buildings, and protective coatings for industrial piping.

  • Petroleum Coke (Petcoke) Produced in the Gradual Coking Unit, petcoke is a high-carbon solid used extensively in heavy industry.

    • Anode Grade: Essential for the aluminum smelting process.
    • Fuel Grade: Used in cement kilns and power plants due to its high caloric value.

  • Industrial Lubricants & Base Oils The refinery produces a range of base oils that serve as the foundation for:

    • Hydraulic Fluids: For heavy machinery and construction equipment.
    • Transformer Oils: Critical for the maintenance of Azerbaijan's electrical grid.
    • Process Oils: Used in the manufacturing of rubber, ink, and leather.

Liquefied Petroleum Gas (LPG)

With a dedicated filling station and rail tank car infrastructure, HAOR provides:

Household LPG

For domestic heating and cooking.

Auto-gas

A cleaner alternative fuel for modified internal combustion engines.
