The Heydar Aliyev Oil Refinery (HAOR), located in Baku, Azerbaijan, is the primary petroleum processing facility for the State Oil Company of the Azerbaijan Republic (SOCAR).
It is a critical infrastructure asset that provides nearly 100% of Azerbaijan's domestic fuel needs while exporting over 40% of its output to international markets.
Core Production Capabilities
The refinery is currently undergoing a multi-billion dollar modernization program to increase its processing capacity to 7.5 million metric tons per year. It is designed to process 21 out of the 24 grades of Azerbaijani crude oil.
Primary Fuel Production
Heydar Aliyev Refinery produces a wide range of transportation and industrial fuels, recently upgraded to meet international environmental standards:
Produces A-92, A-95, and A-98 grades. As of 2024, the refinery has shifted toward Euro-5 standard production to reduce vehicle emissions.
A high-volume output service, also upgraded to Euro-5 standards.
Produced for both domestic heating/cooking and industrial use.
Primarily TC-1 grade fuel, supplying international airports and the aviation sector.
Specialized Petroleum Products
Beyond standard fuels, the refinery offers specialized by-products essential for construction and manufacturing:

Petroleum Bitumen: High-quality asphalt used in road construction and infrastructure projects.

Petroleum Coke: Used in the metallurgical industry and as a high-energy fuel source.

Lubricants: Base oils and specialized lubricants for industrial machinery and automotive engines

Fuel Oil (Mazut): Used as a heavy heating oil for power plants and maritime vessels.
Petrochemical Feedstock Services
A key function of the refinery is supporting the secondary manufacturing sector. It provides essential raw materials to the Azerikimya Production Union, including:
Dry Gas & Naphtha
Essential feedstocks for ethylene and polyethylene production.
Propane-Propylene & Butane-Butylene Fractions
Used in the creation of various polymers and chemical intermediates.
Modernization & Service Standards
To stay competitive in the 2026 energy market, Heydar Aliyev Refinery has implemented several high-tech service enhancements:
- Euro-5 Compliance: A total transition to low-sulfur fuels to meet European environmental regulations.
- Digitalization: Implementation of Centralized Control Rooms (CCR) and advanced SCADA systems for real-time monitoring of refining units like Fluid Catalytic Cracking (FCC).
- Environmental Stewardship: New units for sulfur recovery and sour water stripping to minimize the plant's ecological footprint.
