This is an overview of the Logistics & Distribution Services offered by the Heydar Aliyev Oil Refinery (HAOR), the flagship downstream facility of the State Oil Company of Azerbaijan Republic (SOCAR).
Following its recent large-scale modernization, the refinery has shifted from a traditional production plant to a sophisticated logistics hub capable of supplying Euro-5 standard fuels to both domestic and international markets.
Service Overview
Heydar Aliyev Refinery provides a vertically integrated "Refinery-to-Market" logistics model. By leveraging its strategic location in Baku, the refinery serves as the primary distribution node for petroleum products across the Caspian region and beyond.
Multi-Modal Transportation Network
The refinery operates a diverse distribution infrastructure designed to handle a processing capacity of 7.5 million tons per year.
Direct pipeline links for high-volume transport of white products (gasoline, diesel) and specialized lines for feeding the Azerikimya petrochemical complex.
Extensive rail-tanker loading facilities. The refinery has recently commissioned a new LPG filling station capable of transporting 180,000 tons of propane-propylene and 100,000 tons of liquefied gas annually via rail tank cars.
A modernized loading terminal compliant with international safety standards (ADR) for "last-mile" delivery to retail gas stations and industrial consumers.
Primarily TC-1 grade fuel, supplying international airports and the aviation sector.
Strategic Storage & Tank Farm Management
As part of its modernization, the refinery has upgraded its storage capabilities to ensure supply security and product integrity:

Specialized Tankage: Includes dedicated storage for 15 different petroleum products, ranging from Euro-5 gasoline and diesel to aviation kerosene (jet fuel), bitumen, and petroleum coke.

Inventory Control: Automated monitoring of tank levels, pressure, and temperature to prevent product degradation and ensure 24/7 availability for export and domestic demand.

With over 40–45% of its output destined for export, HAOR provides specialized services for international trade:
Caspian Connectivity
Utilizing the Baku port infrastructure for maritime transport of refined products to international markets.
Customs & Compliance
Integrated documentation and quality certification (Euro-5) to facilitate seamless cross-border distribution.
Supply Chain Integration
The refinery acts as a "Service-as-a-Product" provider for various sectors:
- Aviation Supply: Direct logistics chain for high-quality jet fuel to international airports.
- Industrial Feedstock: Just-in-time delivery of primary products (ethylene, propylene) to the polymer and chemical industries.
